Here is a photo of a variable speed pulley.  This is the type of pulley that is used on mowers with "shift on the fly" or "automatic transmissions". 

The center section of the pulley slides back and forth, making one side narrower and the other wider.  To accommodate this, either this pulley or another pulley has to be able to "swing" freely to make up for the change in needed belt length.
